[ZendTo] LocalIPSubnets Configuration to define IP Ranges for users.

'localIPSubnets' => array('200.100', '300.200'),
This works for me (using your ranges.) I don't have a trailing dot (".")
after the second octet, and use single quotes.
I only put in internal IP's, but that's your call.
