You are hitting an earlier timeout of Apache rather than of PHP.
Apache documentation, you will need to adjust the timeout.

Hi All,
I am not sure what is happening here, but I have a bunch of user's that Pickups are missing. Everything is normal, they get the email notification, click on the link and then the page times out trying to open the Pickup. Even if I access the Drop off through "Show All Drop-offs", I also get the same timeout.
In the httpd log, I see this error "(70007)The timeout specified has expired: [client x.x.x.x:61220] AH01075: Error dispatching request to".
Other pickups work fine, it is just a handful of them that have this issue.
The "max_execution_time" as set by ZendTo is the default "28800". This I believe is in seconds as per the PHP documentation, so I doubt this is ever reached.
Here is an example with the "Web Developer Tools", trace the http request:
