I don't think there can be a link between locales in a PHP application, and system locales but may be I'm wrong. On system's side the locale list is :

ZendTo uses it's own locales, right? And according to the setting, it will fetch proper language file to display strings to the user, if I understand correctly.
My preferences.php has those settings:

After examination, the ZendTo-locale cookie content is ok: "fr_FR", nevertheless web pages are in english. Using the menu to change the language will not change the cookie content, and the web page remains in english.
