I guess I could add an option called something like 
"allowNotSendingPasscodeByEmail" which would default to False.
You could set it to True, at which point the "New Dropoff" form will 
need some more logic to display a tickbox whose value is propagated 
through to the new dropoff email template which controls whether the 
Passcode is passed along or not. Then I'll have to change all the pickup 
code so that it can just ask for a Passcode if it has everything else, 
and produce a template for that too.

These changes really aren't trivial, you don't just "add a tick box". :-/

I'll take a look at it, but no promises on timing as I'm in the middle 
of a 700GB mail move at work which involves just over 100 people, and 
sorting all that out is taking most of my time right now.
