There is no 'usingLibrary' setting at all in preferences.php. Could you
be referring to a different configuration file?

'usingLibrary' => FALSE,
to
'usingLibrary' => TRUE,
and then try to create a new drop-off. Then the new drop-down list of
files will appear.
