It appears to be working now. I suspect part of the issue may have been with me using IE9 and also testing with FireFox 8. With IE9 (on Windows 7 x64) I can literally refresh that page and sometimes the auto generated characters are displayed and sometimes they are not. I would have to hit refresh several times to get it working. With FireFox 8, it just doesn't work period no matter how many times I hit refresh.

Unlikely to get 2 bad sets of Google keys. I wonder what has happened,
never seen this go wrong before (other than by having no keys). The
template text in the original preferences.php file is *exactly* the
right length, so do be sure you have pasted in the complete key and only
the key. And that you've got the 2 keys the right way round. Their order
on Google's website is the same as the order in preferences.php,
intentionally.
