Sorry, i did a check and you are (obviously) right.
This is the hot line in lib/NSSDropoff.php that control if the "delete" 
button is enabled or not:

 > $smarty->assign('isDeleteable', ( $clickable && ( $isSender || 
$isSingleRecip )));

So this is true only if there is a single recipient (no cross-deleting 
between multiple rcpt) or if you are the sender.
My opinion remains that what you need is not the business of zendto.
