You can grab a tarball of zend.to here:

https://zend.to/files/ZendTo-5.23-3.tgz <https://zend.to/files/ZendTo-5.23-3.tgz>

If you extract that and go in to config/, you’ll have blank preferences.php.

I don’t know if the capital “D” at the beginning is because it’s not a copy and paste, or if that might be the error.

But restoring and starting again might be a good test.
