That's deeply bizarre.
Can you try setting
'languageList' => array(),
in your preferences.php, and confirm that the language picker menu
disappears altogether?
And also, please do
grep language preferences.php
and send me the output of that.
I'm starting to wonder if it is definitely reading the same
preferences.php file that you think it is!
