[ZendTo] lock down recipient

Hello

I've just finished installing zend.to in my centos 7. is it possible
to lock down the users who login to send files to one particular
recipient, not be able to add any other email address?  I browsed through
preferences.php and couldn't find any reference to it unless I missed
something.

Also is it possible to lock down to allow only Excel files to be uploaded?
