This is a feature of rrd, and can not be used to indicate nothing is 
changing inside the file. RoundRobinDatabase ... the files are built 
once at their full size. New data forces old data out of the file. How 
it is forced out is governed by rules established at the time of creation.

there are tools for rrd which will let you look inside that file. That 
is how you will know if it has received new data.
