[ZendTo] Admin User

The concept of an admin user does exist, they are defined in 
preferences.php (look for adminUsers if memory serves me right).

However, admin users don't have "approval" powers over normal users, no.

If you want to stop some users sending drop-offs, then the easiest way 
to do that is by preventing them logging in to ZendTo in the first 
place. If you are using AD or LDAP auth back-ends, then there are 
settings in preferences.php so they have to be members of a particular 
group, as well as having a valid account. If they aren't in the group, 
they can't login to ZendTo, so can only pick-up drop-offs from others or 
send drop-offs to people *inside* your organisation. Just like anyone 
outside your organisation who cannot login.
