That would explain it. I did fix the clamd.conf / freshclam.conf files 
and the ownership of the various directories so that this all worked.

See Brad's recent post about what you need to do. You can do it all from 
the command-line.
Make sure that both
     freshclam
and
     clamdscan /var/zendto/incoming
(and yes, that's clamdscan and not clamscan) work without spitting any 
errors.
