I still think this varies with different browsers, as I have been able 
repeatedly to upload 8GB files using Safari on a Mac (which is properly 
64-bit, unlike IE). I'll double-check it tomorrow, but I am 100% sure I 
have done this.

The 2GB limit is when you hit the (signed 32-bit int) limit.
